Important Rule
Changes Beginning Fall 2005
1. Roster
Size Changed. The U17-19 teams may carry 22 players on their State Cup
Roster but only 18 may be on the Game Day Roster. A Fourth Official will
be assigned to administer the Game Day Roster and handle substitutions.
2. New
U12 Division. There will be two U12 divisions, one playing 11 v.11, carrying a maximum of 18 players, and one playing 8
v 8, carrying a maximum of 14 players.
3. The
Golden Goal is No More. If a game is tied at the end of
regulation, the tie shall be resolved by playing two full, equal overtimes. If tied after both overtimes, the winner be determined by kicks from the penalty mark in accordance
with the FIFA Laws of the Game.
Pre-game Procedures

In the event of a conflict between these excerpts and
the complete VYSA State Championship Rules, the complete rules shall
prevail. Home team must provide complete
VYSA State Championship Rules on request

Teams and a maximum of four officials take same side of
field. Home team chooses side and
provides game ball.

Away team has choice of color. Home team must change if
there is a conflict. Referees must
change if their color is the same as either team.

A 15-minute grace period is allowed for both
presentation of check-in materials and for sufficient players to start the game. The grace period for both starts from
scheduled kick-off time.

If check-in materials are not presented within
the grace period, the game is a forfeit.
§ If fewer than 7 players for 11 v 11 or 5 for 8 v 8 are present at the end of the grace period, the game is a forfeit.

§ If check-in materials are not presented within the grace period, the game is a forfeit.
This applies to game-day rosters and player passes but not to the game report. Game reports for the referees to record the score, cards, etc. can be handwritten at the field.

Check-in may not be waived.

Home team provides Game Day Report Form with Game Day Rosters
attached to the referee.

For U-17 to U19 teams, the Game Day Roster will
list the 18 players that can participate in the match. The other players (numbers 19-22) will be
listed after the 18 and may sit on the team's bench but must be dressed in
street clothes. They can wear no part of the team uniform. At the time of
the kick off, the roster of 18 players will be set and no changes can be made
to the Game Day Roster.

Each team provides its “VYSA Official State Cup Roster”
and laminated player passes for pre-game roster/player verification. Roster
must be stamped in red ink with the VYSA State Cup Roster stamp (no copies).

Referees (Fourth Official for U17 to U19 games) checks
players against (1) player passes; (2) VYSA State Cup roster; and (3), Game Day
Report Form. Referee may prohibit
participation of players whose identity cannot be verified or whose documents
are inconsistent or improper.

No marks are to be made on the VYSA State Cup roster. Roster and passes are to be returned to the
teams after check-in.
Post-game Procedures:
• Referee
fully completes the Game Report Form and gives it to the WINNING team. Records name, number, and team for cautions
and ejections on the Game Report Form..
• Referee reports game results, refs present, and sanctions by internet Game Report at http://www.socrefva.com/scup/scgamereport.html to Ron Magin if he assigned you. (If you want to be paid:)

Rules
of Play. FIFA Laws of the
Game apply except as modified herein.
* Games may
not end in a tie. If tied at the end of
regulation, after a 5-minute rest period, the winner shall be determined first
by two full overtime periods, and if still tied, by kicks from the penalty
mark.
Substitutions: Substitutions are unlimited and require
consent of referee.
- Prior to throw-in by team in possession of
ball.
- Prior to goal kick by either team.
- After a goal by either team.
- After an injury by either team (one-for-one
only)
- For a cautioned player.
- At halftime, before and between overtime
periods.
